Okay, keep calm, this is NOT a spoiler drawing. Just something sailing in my thoughts.
What I'm going to say now IT IS SPOILER of Doctor Who (from "The End of Time") so beware.

I've done this quick painting of a Time Lord covering his face with is hands and wings, with the intention to look like a Weeping Angel.
Why? Because I've made the conclusion that a Weeping Angel could be a Time Lord, or created by a Time Lord.

We have the President and 4 other Time Lords... two of them covering their faces with their hands, like if they were sorry or... ashamed. The exactly pose that a Weeping Angel adopts. And remember that mysterious Time Lady told Donna's grandfather that "chances don't exist".
Now, let's do a quick summary of the Doctor Who creatures: NONE of them have the power to "manipulate" and use time... except the Weeping Angels, which make the present the date of your death and send you backwards to the past. They need TIME to survive, time that they take from humans' lives.
Nobody in the whole Universe can "use" time except the Time Lords and the Weeping Angels (well, and Agent of Time like Jack Harkness, and River Song, which his, in a way, a Time Lady). And after all, we know NOTHING about the Weeping Angels, nobody knows what's their planet or where do they come from... they're purely mysterious creatures.
What if a Time Lord, when he dies (after all his regenerations), becomes a Weeping Angel? Or what if a Weeping Angel is likely... a "valeyard", an entity created from the darkest side of a Time Lord?...
Or what if the Time Lords created themselves the Weeping Angels for some purpose? (we know the Time Lords are not really the best people in the Universe =_=U).
I think it's not too crazy or illogical to relate the Time Lords with the Weeping Angels.
So, there I go. End of the spam :-B
